ABSTRACT
This volume contains the papers presented (and comments upon them) at a Conference held on behalf of the Netherlands' Ministry of Foreign Affairs (Development Co-operation) in order to evaluate what changes in development policy might be required in the light of the recent changes in North-South relations, and to discuss to what extent policy-makers are capable of anticipating likely future developments.
