ABSTRACT

This conference addresses future North-South relations and the relevance of development policies to those relationships. This is a very broad topic and, in our opinion, justifiably so. We believe that the tendency to focus North-South discussions on relatively narrow, specific topics has been a serious obstacle to real progress in North South relations. Broad as our topic is, however, we think it fails to encompass one of the elements that must be considered if real progress is to be made in North-South relations. The missing element is security.
