ABSTRACT
Voting is one of the key elements of democracy. For that reason, every major change in the voting system must be assessed in a very thorough manner. Such an assessment is necessary in order to respect the rule of law and, in particular, any relevant constitutional provisions and international treaties. But it is also important in order to retain the confidence of the voters who could react in an emotional way to such a fundamental change in their habits as the introduction of electronic voting.
