in 1997 – Toward a Digital Government in the Twenty-first Century – started consideration of what was in effect e-Government. The NSF wanted to look at the US federal government’s use of Internet technology to enhance service provision. To this end, digital government was initially an approach to public administration that incorporated the questions of improved effectiveness and better governmental performance.
