In the field of reading, there seems to be much more consensus as to the objectives of the instruction…. There would be general agreement that children should be able to get meaning efficiently from written material of various styles and content areas. On the other hand, the preparation of genuinely equivalent tests in reading, where the essence of the task involves very intimately the language of a particular country, would seem to present very serious difficulties.
