ABSTRACT
The intersection of the advent of the all-volunteer force, the socio-historical context of more women entering the workforce, and more dual-earner families in society in the 21st century has created a tension between military institutional demands and changing military family needs. Indeed, despite these important societal changes, the military continues to deploy and manage forces the way it has for the past 60 years.
