ABSTRACT

New arrangements for funding community care were implemented in England on 1 April 1993. The objectives were set out in the White Paper Caring for People (Department of Health 1989). Government funding for social care was to be restructured with the intention of securing ‘better value for taxpayers’ money’, and making agencies more accountable through the clarification of responsibilities. The government claimed the reorganisation would promote the development of domiciliary, day and respite services to enable people to live in their own homes whenever feasible, and would encourage the development of the independent sector (Department of Health 1989:5).
