ABSTRACT

The policy for ‘Health for all in the twentyfirst century’ (HEALTH21) adopted by the world community in May 1998 and promoted by the World Health Organization (WHO) sets out for the first two decades of the twenty-first century global priorities and targets that will create the conditions for people worldwide to achieve and maintain the highest attainable level of health throughout their lives. The regional policy for Europe was a response to its call for regional and national adaptations on the basis of the global one (WHO, 1999).
