ABSTRACT

The curriculum reform debate in Wales has produced two models. Model A (The Welsh Bac) is the product of work carried out by the Institute

of Welsh Affairs (IWA), an independent think tank based in Cardiff. The case for this model first emerged in a social and economic policy review, Wales 2010: Creating our future (IWA, 1993). The Welsh Bac is based essentially on the framework and principles of the International Baccalaureate (IB) Diploma, modified to include vocational options and complemented by compulsory core studies. It is designed to be offered at three levels-foundation, intermediate and higher.
