ABSTRACT
Introduction On 4 October 2001, Estelle Morris, the Secretary of State for Education and Skills, announced a review of student support arrangements that aims to:
• Simplify the system, especially in the area of hardship support. • Provide more up-front support for students from less well-off backgrounds. • Ensure that all students have access to sufficient financial support throughout
their years of higher education. • Tackle the problem of debt and perceptions of debt (DfES, 2001a).
