ABSTRACT
Introduction History is littered with failed attempts to achieve institutional change. Our own position is that we are committed to develop new organizational forms and innovative ways of working that promote social justice. In the area of equality of opportunity it is particularly difficult to make change happen. So why is it so very hard?
