Although I have been involved in evaluation work for some 20 years, it was not until one fine morning in October 2001 that I felt the full impact of its power-constituted nature at national level.

We were sitting round the table in the director’s office: four of us, the director, his deputy, a senior manager, and me. The meeting had been called to discuss my final project report. The opening gambit by the deputy was not what I expected.
