ABSTRACT
In this chapter, the nature, extent and employment effects of formation activity are explored. The first section asks: what is a new firm? The second section presents some measures of the scale of formation activity, while the third section reviews the evidence on the impact of new firms. The fourth section briefly outlines some of the policy initiatives that have been introduced and looks at issues associated with the evaluation of policy in this field. The final section provides a summary of the chapter.
