ABSTRACT
Those who would seek to discover, to explain all the similarities and differences in the patterns of local government studied in this book will be disappointed. This conclusion shows that there are far more differences than similarities in these systems, and that each one is significantly and demonstrably unique. Nevertheless, within the context of their political systems, it is possible to establish some generalisations concerning the development of local governments in liberal democracies.
