ABSTRACT
It should be made clear from the start that this chapter is concerned with the system of local government that exists in the Irish Republic (or Eire) and does not deal with the administration within Northern Ireland, which since 1922 has been a constituent part of the United Kingdom. For the sake of convenience we shall refer to the state as ‘Ireland’ and to the people as ‘Irish’.
