ABSTRACT
Philosophical theories have a disconcerting way of lodging themselves in public and political consciousness so that they continue to shape and inform public policy in a form long discredited in even the lowliest philosophical circles. In ethics every undergraduate sharpens his or her critical tools pulling apart Bentham’s and Mill’s essays on Utilitarianism, which however continue to inform and indeed dominate the development and defence of public policy.
