ABSTRACT

The purpose of this chapter is to discuss the relationship between staff appraisal and the development of Total Quality Management cultures within educational institutions. It will be argued that a sound appraisal programme will be a necessary foundation for the development of a ‘quality culture’. It will be further suggested that the training which underpins the concept of appraisal put forward in this chapter is an essential element in institutionalizing the central principles of appraisal. In other words, as appraisal becomes an integral part of the management of an institution, then quality dimensions will gradually develop.
