ABSTRACT

The study of residential and day services is fascinating. Practice reflects the best and worst of our behaviour towards each other. The 1980s have seen a continuation of scandals about institutions (Association for the Protection of Patients and Staff, 1982; National Development Team, 1990a; BlomCooper, 1992) and also growing documentation of ill-treatment of people in community settings (Hewitt, 1987; Wolfensberger, 1992). Regular magazines in this field, such as Care Weekly and Community Care, frequently carry accounts of disasters and abuse in community-based services for all client groups.
