ABSTRACT

Since the passing by Parliament of the NHS and Community Care Act, 1990, the local agenda drawn up by social services, health and the independent sector has addressed a wide range of issues. Prominent among these have been questions about quality and inspection. Although social services did not acquire formal lead responsibility for community care services until April 1993 they began to tackle the relationship between community care provision, quality and inspection soon after the passing of the 1990 legislation.
