ABSTRACT
As with causation, the problems concerning classification, described in Chapter 1, have affected another fundamental question regarding people with learning disabilities; namely, ‘how many are there?’ Ever since E.O.Lewis attempted to answer this question for the Mental Deficiency Committee in the twenties, a whole series of surveys have revealed different figures for the numbers of people with learning disabilities existing in a given population.
