ABSTRACT

The Staff Sharing Scheme was first implemented in New Zealand by Gill in 1982 (Gill, 1986). Since then it has developed in scope and format as a result of improvements made following its use in schools across New Zealand and in England. Despite cultural differences many of the issues which first led to the Scheme’s development in New Zealand were evident in England. In England in 1991 there was a real demand for schools to manage more effectively the limited resources they had at their disposal. It has proved possible to adapt the scheme successfully to conditions in East London and in Kent where it has been tried so far.
