ABSTRACT
This chapter contends that the current institutional and legislative framework coupled with professional divisions can often exacerbate the social exclusion of young people with multiple problems. The underlying reasons, the possible scale of the problems and the inadequacy of traditional approaches are reviewed in terms of inter-agency deficits. An alternative approach is then proposed.
