ABSTRACT
Over the past fifty years, public debates about police accountability in many Western European countries have revolved around the handling of citizens' complaints against the police. While citizens' complaints procedures only constitute one aspect of police accountability mechanisms, the access of aggrieved citizens to challenge unacceptable police behaviour is the form of police accountability that most immediately affects the general public and mobilises public opinion.
