Jenefer Joseph charts and comments on the trend in England and Wales whereby by 1993, 78 per cent of the 3-and 4-year-olds who are having some kind of educational provision, are in infant classes. Her argument is that school is an inappropriate learning environment for under 5s.* All emphases in the chapter are the author’s original ones.
