ABSTRACT

A London-based Chinese friend, who had worked for the China Disabled Persons’ Federation in Beijing before coming to England in 1989, told me that Shandong Province was seen as advanced in its provision for disabled people. An organisation for disabled people had been established in 1984 and a medical college was open to disabled students from 1985. Students from Shanghai have taken advantage of these opportunities for higher education in Shandong (see Case study 6).
