A few weeks before the conference in Manchester in the summer of 2000, my Chinese colleagues and I visited Cleves Primary School, in Newham, a culturally diverse area of east London with a high level of poverty. The local education authority was committed to a policy of inclusion:

The ultimate goal of Newham’s Inclusive Education policy is to make it possible for every child, whatever special educational needs they may have, to attend their neighbourhood school and have full access to the National Curriculum and to be able to participate in every aspect of mainstream life and achieve their full potential.
