The first is to combat accommodation. It is by universal education-literacy and its employment-that individuals gain access to the world outside the culture of poverty and its controlling equilibrium. The second is to facilitate that escape…Economic development consists in enlarging the opportunity…to escape the equilibrium and culture of poverty.
