ABSTRACT
Issues of political participation and representation are especially challenging when one considers environmental concerns. Consider the case of a chemical factory to be built on the banks of a river flowing through five countries. A serious accident at this factory would affect not only people living in the country in which it is sited but also inhabitants of the other countries, future generations of humans and other species. Who, then, should participate in decision making about the factory’s construction?
