ABSTRACT
The concept of LOs is the focus of considerable debate in the training sector as well as in further (continuing) and higher education, despite-or perhaps because of-the lack of agreement about what they are. Different definitions abound, different uses are envisaged, and different sectors have particular reasons for pursuing their development. In this environment of uncertainty and disagreement, the various stakeholders are going off in all directions.
