What security? What order?

This chapter aims at examining two concepts in the context of Europe at the start of the twenty-first century: order and security. As will be seen, the ideas are linked, though there is some disagreement over the nature of this link. The chapter will investigate their meanings and will suggest how an understanding of the terms might affect one’s view of the identity, institutions and policies of Europe at the turn of the twenty-first century.
