ABSTRACT

In many ways, Uruguay typifies the category of states at the late or mature stage of democratic transition, presenting the entire panoply of relationships between stages of democratization and media reform. Uruguay currently possesses both a viable executive and a legislature. The holders of these offices have been democratically elected for the past fifteen years. Further, the popularly elected government has developed effective power to govern. There are no limits to electoral competition and all parties are permitted freely to put forward platforms and candidates.
