ABSTRACT

An intense level of activity is reported among soccer clubs in the English Football League, with almost half of the 92 clubs already having made planning applications for the redevelopment or relocation of their stadia. Unlike most investment decisions, however, where the relevant costs and benefits of a project are assessed prior to a decision on whether or not to proceed, football clubs have little choice but to comply with the recommendations of the Taylor Report(1990) that all stadia covered by the 1975 Safety of Sports Grounds Act be all-seated by August 1999.
