ABSTRACT

The aim of this paper is to explain how Value Management may be used in managing project concepts. In particular, the paper addresses the need for a participatory, inclusive style of management and promotes an approach based upon skilled facilitation within a systems thinking paradigm. The major portion of total life cycle costs are implicitly determined by decisions taken at the very early stages of a project’s life, yet paradoxically, it is these early stages, when concepts are developed, which have received least attention in the literature and in practice. Increasingly, the need to broaden the scope of project management beyond the traditional parameters of time, cost and quality is being recognised. New paradigms in science and management are emerging which take holistic, systemic views. Broad participation in project planning creates the need for new approaches to management of project concepts. This paper presents a model of Value management which may substantially address the challenges embodied in managing project concepts. It argues that the professionally facilitated workshop which is at the core of the VM process provides a vehicle to nurture the new paradigms and lead to synergistic, value-improved outcomes.

La proportion majeure du cout entier du cycle de la vie d’un projet est determinee par les decisions prises a un moment tres tot dans la vie du projet. Paradoxiquement c’est l’attention de ces jeunes etapes, quand la conception du projet est developee qui a regu l’attention minime dans la pratique et la literature. De plus enplus le besoin d’elargir la vue du management du projet passe a travers les parametres traditionels du temps, du cout et de la qualite. Une participation large du planning des projets cree le besoin d’un nouvel approche dans le management des conceptions du projet. Cette conference presente un model de ‘Value Management’ qui pourrait substantielement addresser les challenges inclus dans le management de la conception du projet. Il discutera que le groupe facilite professionelement ce qui est au centre du processus de ‘Value Management’ pournissant un vehicule soutennant le nouveau model et conduisant aux issues a valeur augmentees synergistiquement.
