ABSTRACT
The tendering documents developed in this study are structured for a design-and-construct competition in which the objective is to compete on the basis of quality with price competition given less importance. The idea has been to combine and develop suitable characteristics of an architectural competition and competitive tendering so that the Finnish construction industry is encouraged to employ all its technological potential and expertise in their services. In addition to the advantages in the domestic market, the industry’s international competitiveness can simultaneously be improved.
