ABSTRACT
The Leisure DSO was established on 1 April 1994 with the aims of tendering for all leisure related contracts within the Borough of Broxbourne. We had a simple effective philosophy: • commercially minded; • community orientated. We built this philosophy into our business plan and bid for the leisure management contract. What follows, are its key extracts. The business plan was designed to build confidence in those who read it as part of our tender submission. It also gave us a clear path to follow, if we won-which we did.
