ABSTRACT
In January 1993, Torfaen Borough Council’s Direct Works Department found itself in a most unenviable position. It had accumulated a substantial (£750 000) historic trading deficit on its direct service operations. A threequarters of a million pound deficit was a huge burden to carry. And it was a burden not to be carried for long.
