ABSTRACT
It is a privilege for someone who is responsible for the economic development of the less favoured regions of the European Community to be able to confront his views with experts in the field of international geography. The topic chosen for the Congress of the Commission on Industrial Change seems to me most appropriate for the problems which are facing us in Europe today.
