ABSTRACT

Addressing a state-sponsored symposium on preschool education, former surgeon general of the United States Public Health Service, C.Everett Koop (1992) admonished policy makers and educational specialists for failing to place the health and welfare of young people high on the national agenda. He called for collaboration between health care agencies and the education system in order to meet the critical and growing medical needs of children so that they might be better able to participate actively in the educational process. ‘If we could bring health and education together,’ urged Koop, ‘they would strengthen each other.’
