ABSTRACT
Senate Bill 620, ‘Healthy Start’, (Chapter 759, Statutes of 1991, authored by Senator Robert Presley) was sponsored by Governor Wilson as the centerpiece of his preventionfocused initiative for children. Healthy Start involves schools in community partnerships to restructure services to children and their families. The first projects were funded in 1991-92 with an appropriation of $20 million.
