Human Rights in U.S. Foreign Policy

In applying the concepts of continuity and change, ends and means to U.S. foreign policy, the case can be made that the commitment to idealism in foreign Policy by U.S. administrations has for the most part been rhetorical. There has been some continuity in the rhetorical commitment to human rights, which were defined initially as inherent in democracy and representative government, with great importance assigned to elections.
