ABSTRACT

Curriculum change is a complex enterprise, and its success depends on a number of factors. The most important factor is a strategic approach to managing change at key stages of the endeavour, taking into consideration the contextual environments in which the change is situated. This chapter charts the journey that Hong Kong has embarked on reforming its policies and practices in English-language education. It describes the context of the reforms and the strategies committed to getting the proposed precepts by reform architects and policymakers formalized into the central curriculum frameworks and transformed into classroom practices. The aim is to illustrate the change strategies engineered during key stages of the reform implementation spectrum to maintain the momentum of the reform initiatives as they trickle the system, gain the requisite support of various stakeholders and bring about pedagogical change in line with the original reform rhetoric. The nature of the change tactics applied to orchestrate a whole system reform will be outlined and the associated challenges discussed.
