ABSTRACT

A new quality assurance (QA) system was introduced in the mid-1990s in line with other education reform initiatives. It not only provides an efficient mechanism for the government and administrators to monitor and improve the standard of school services but also contributed to the adoption and institutionalization of the curriculum reform introduced at the turn of the millennium. Compared with the failure of previous attempts of curriculum change from the 1970s to the 1990s, the wave of curriculum reform in the recent decade has been much more successful in terms of level of implementation. In this chapter, the impact of introducing the new QA system on facilitating the implementation of curriculum reform will be explained. The limitations of QA work in introducing genuine and sustainable curriculum change will also be discussed.
