ABSTRACT

The Marshall Plan was occasionally invoked, just a few years ago, as a model for aid to eastern Europe. That model was never realized. A possible interpretation of the Marshall Plan as ‘model’ is the collective division of assets and liabilities. I shall argue, toward the end of this chapter, that half a century after the Marshall Plan it remains a good model – maybe the only model – for sharing obligations to reduce greenhouse emissions in the interest of moderating potential climate change. But first some explanation of what the Marshall Plan was and how it worked; there are not many around who remember.
