ABSTRACT
Every local government should have a long-term infrastructure program, whether it is part of a larger comprehensive land use plan, a back-up document to the capital improvements budget for individual systems or a source document for the local sustainability plan. Decisions will be made about infrastructure even without a program. Bringing together the various actors and infrastructure systems allows a jurisdiction to take an informed view about resources and challenges to make better budget decisions and planning decisions.
