ABSTRACT
The 3GSM World Congress in Cannes, February 2001 saw the launch of Quintel S4 Ltd, following an agreement signed between QinetiQ (formally the Defence Evaluation and Research Agency), and the Rotch Property Group. This exciting new joint venture brings together the ground breaking new mobile telecommunications technologies from QinetiQ and the property and financial skills of the Rotch Property Group.
