ABSTRACT

The Intergovernmental Panel on Climate Change Fourth Assessment Report clearly describes the evidence of a changing climate (IPCC 2007). Although scientists disagree about the extent of these changes, they do agree that there have been and will be changes in average climatic conditions, as well as changes in the frequency and intensity of weather hazards; that already variable climates will become less predictable; and that considerable uncertainty remains about the distribution and impact of these changes, particularly with respect to rainfall. These conditions will add stress to millions of vulnerable communities around the world battling with food insecurity, water scarcity, and land-use conflicts.
