ABSTRACT

From the humanitarian emergency in Northern Iraq in 1991 to the unprecedented genocide in Rwanda in 1994, from the killing of humanitarian workers in Chechnya in 1997 to the kidnapping of humanitarians on duty in Somalia in April 1998, humanitarian action and international humanitarian law have incessantly been exposed to abuse and obstruction in the most difficult circumstances.
