ABSTRACT

Kecent Russian nuclear export initiatives to Iran, China, and India have redirected Western attention from a narrow concentration on illicit nuclear trade involving the former Soviet Union to state-sanctioned commerce. This new focus, however, has not yet yielded much analysis of the Russian export control system. 1 Moreover, the small body of literature that does exist on the topic provides little insight on the process by which nuclear export decisions are made or information about the players involved. This chapter is an effort to remedy, at least in part, these deficiencies.
