ABSTRACT

Multiculturalism characterises most of the world's educational systems, in both industrialised countries and developing nations, at the beginning of the twenty-first century. While the particular circumstances of diversity and pluralism vary within and among national communities, policy-makers and practitioners have been searching for ways to educate the children and youth who have previously been unserved, underserved or ill-served by the schooling to which they should be entitled as members of the international community.
