ABSTRACT
A museum is defined by three characteristics: its building, the collections and the staff. Perhaps the most important of these is the staff. The people who ‘are’ the museum (since they communicate most obviously about it) create the atmosphere and style which can mostly be recalled by the visitor. Staff costs will always be the major element in the museum budget: so it is essential to get the staff plan right.
